It looks like you have made progress and the driver is now seeing the interface and the 2400.
I would now try to open KickStart 2.2.1 and see if things are better.
Be sure to check if the instrument is hidden in the Shelved Instruments area too.

It seems that your GPIB interface is not detect by the KI-488 Configuration Utility. It should show GPIB0 and any connected instruments... (forget the diagnostic tool for now...) One way to correct is to be sure you have the latest gpib driver version 3.13.2. https://www.tek.com/accessory/ki-488/3-1-3-2 Even if you have the latest, uninstall and re-install and it can correct itself... Hi Alex.
Yes you are correct. Model 2700 connects with KickStart using gpib.
A usb-to-gpib device, such as the Keithley KUSB-488B USB-to-GPIB interface is recommended.

Yes. Leading zeroes can be a problem.
The *idn? timeout after return a response is normal (just means that termination character was not setup).
You can now proceed to use LabVIEW. Just use the same VISA resource that would in NI-VISA Interactive.

Is your instrument setup with a fixed IP? Is DHCP turned off? If necessary you might need to directly connect your instrument to your pc using a cross-over cable to eliminate network performance problems. In this situation, be sure you can ping the instrument and see it's webpage before testing with...

0xBFFF0011 is a timeout (the device did not answer of the addressing is incorrect. NI-VISA is a required component of LabVIEW.
