From command prompt, can you ping the IP addresss of the 3706A? If not, then web page will never load.

If no ping, it is address or subnet issue mismatch between computer and instrument.

On 6220, double check the settings for the RS-232.
After you verify them, set the interface back to GPIB.

I cannot see any trouble in the code.

Can you provide example of the parameters that you use when you call the function?
In particular I wonder about the nplc and the pulse timing. The script does not have any logic to enforce compatibility for these aspects of the state machine timing.

The 5 ppm offset error term for the 100V range would allow for as much as 500uV. Like you indicated, it well within the stated accuracy for the instrument.
