By blinking, it means you are hitting compliance. You can either set your Compliance level higher, or potentially it means that you have an open or bad connection somewhere. As Dale mentioned in your other post, the MEAS:CURR? command has a reset inside of it, so it will reset to the default settings for that measurement. Use a READ? to take the reading instead and you should be good to go and keep the settings you previous set.

I need a few questions answered for me to best diagnose this issue.

How are you connecting to the 2601A? Ethernet or GPIB? What version of firmware is the unit? What program are you using to send the ICL commands to the unit?

All Testpoint applications are incompatible with the KUSB-488B as Testpoint is obsolete. We still sell the KUSB-488A for supporting legacy Testpoint software as well as the 6524 High R software.

The outside shield is at ground. The inside shield will be at some voltage, perhaps high. You must be careful when using a 7078-TRX-BNC as the outside connector of the BNC cable you use will then be at a potentially hazardous potential.

An issue here is that on the +/-210V range, the 2400 is limited to +/-105mA. But the +/-21V range can do up to +/-1.05A.
