We treat an RS-232 to USB converter as a sort of black box. In my previous position at another company, I did run into models or brands that for whatever reason did not work with instrumentation (not just Keithley). At any rate, I'm guessing some sort of software or driver came with the converter, so you need to make sure the cable is meeting the same settings as your 2400, including Baud Rate, Flow Control, Termination Character, etc. And of course, just to be sure, make sure the 2400 is set to RS-232 communication and not GPIB.
