2651A autorange capability

To measure the current overload shut off time of a power controller I need to source 28V at 7A for 300ms.
Since the 2451A specified DC power is 200W, can this SMU provide 28V at 7A in DC mode?

The 2651A can not supply 28V @ 7A in the DC region.
The power envelope of the 2651A is not a linear relationship to the power rating.
For sourcing 28V you would need to be on the 40V range which limits you to 5A.
You would need to put two 2651A's in parallel with one another to achieve 28V at 7A.
