Putting Keithley 2651A into TALK mode via IEEE

Does anyone know how to put a Keithley 2651A into TALK mode, cant get the measurement to output and observed that the 2651 stays in LISTEN mode. Can it be forced to TALK? Using IEEE and FLUKE METCAL

If I just use a utility to send GPIB commands one by one, then you can see the TALK annunciator come on when you address the instrument to talk (by executing the Enter or ibrd command). For example, send the *IDN? command; the LSTN comes on. Read from the instrument and then the TALK comes on.

You should be able to have similar LSTN and TALK if you send print(smua.measure.rangei) and then read back the current measure range that is in effect.
