I saw keithley 2657A sourcemeter's current accuracy specifications

what is the "VoE"? :?:

The VoE should be interpreted as the operating voltage. It applies to the performance specs of the three lowest current ranges.
In simple terms, it could be thought of as a term to account for leakage current which will be a function of the applied voltage. For example, the 1nA range will have an adder of 1fA per volt.
The Specification document (vs. Datasheet) is a little more clear:
