Pulse Generator 3402 and osciloscopes

I've been trying to use a 3402 Pulse Generator to produce pulses and measure the signal on an osciloscope.
I'm using 50 Ohms for internal impedance on the 3402 and the 50 Ohms load Impedance configuration.
When I use one osciloscope with 50 Ohms input impedance the voltage reading is always double of the setup voltage on the pulse generator.
Another osciloscope gives nearly 40x the setup voltage.
What am I doing wrong?

The 3402 I would assume has two output modes (50 ohm and High Impedance.).
When High impedence is selecte this would double the output.
Check to see which it is set to.
