Tektronix 2440 weird display problem

Tektronix 2440 weird display problem

I turned on this scope after a long period and all I got is this:

Relays do not click, trigger leds flash for a while then the only LED on is "-"(minus)

I have another identical working scope so I replaced the A11/A12 sandwich with the one from the working scope. The defective scope worked fine with the "new" boards.
Checked the grid bias trimmer and the intensity varies. Checked the LV power supply and the voltages are all over the place while the A11 board is connected via ribbon cable from the LV supply. If the board is disconnected from that particular ribbon then the LV power supply voltages are spot on.

Can you please advise where to look next? What may be the cause for this behaviour?
