3390 Initial Sine Wave

Assuming factory settings and a standard sine wave output (signal voltage = y(t) = V*sin(w*t)), does the 3390 always start at y(t=0) = 0V? If not, is there a way to force it to start that way every time?

Set zero phase to zero.
On the front panel press UTILITY then select OUTPUT SETUP.
Then select ADJ PHASE, now select Set 0 Phase.
Set this to 0.0000 and it should start a zero each time.
