In terms of safety, there should never be a voltage difference larger than 350 V between either sense terminal and input Lo (this is independent of whatever voltage is present on input Hi). Specifically for 4-wire resistance, page 3 of the DMM6500 Specifications list a "Maximum 4-wire lead-resistance". These resistances, multiplied by the Test Currents for the proper range listed at the top of page 3 would give you the maximum voltage drop between terminals before you may start to see measurement errors.
