Keithley 248 Input Voltage Selection Key

Hi guys,

I have a question regarding the small board that serves as voltage selector for the mains voltage.
I had a problem on a 248 model - 220V mains when 120V key selected - and opened it up suspecting a blown trafo.
Analyzing the possible voltage selections I noticed that for 220V & 240V mode, one of the windings of the transformer gets shorted (green & brown).
Is this the intended way of going or do I have something messed up in here?
