If you want to use a material to test the 8009, try using a blank sheet of printer copy paper. Cut it down to fit with-in the 8009 electrode spacing limits ( 21/2 to 4 inches). Test the resistance of paper as baseline for your set-up. Copy paper should have insulating range of 10(8) to 10(11) Ohm-cm for Volume. A table of various insulating materials and their specifications is located in the Keithley Low Level Handbook.
