7011-C Issue with new card

Hello,
I have a 7002 switch with 7011-C and 7035 cards that was built many years ago. Recently, I duplicated this system with all new hardware. However, the voltage levels in my system are not correct. When I swap the new 7011-C cards out with the old ones, the new system works correctly. In the same way, placing the new 7011-C cards in the old system duplicates the problem. Has the design of the 7011-C card changed? Or is there some required configuration of the card that I'm not aware of?

Hi Eric,
Can you define what you mean by th voltage levels are not correct?
Is this the signal being routed through the 7011-C card?
Or is it the relay drive voltage on the card?
